This interim fix resolves the following APARs:
- PH22921: INCORRECT BEHAVIOUR OF THE ADDLIBRARY METHOD
- RS03434: IN ODM 8.9.1.0, GETEDITEDELEMENT() IN ILRBRLRULEEDITINGCONTEXT RETURNS NULL FOR DECISION TABLE PRE-CONDITIONS.
- RS03453: getEditedElement always returns null in Decision Table editor inBusiness Console
- RS03464: INCORRECT BEHAVIOR OF THE ADDLIBRARY METHOD
- RS03577: ANT TASK RES-DEPLOY MAY DEPLOY A RULESET WITH AN INCORRECT LIBRARY
