Summary
There is a potential security vulnerability in IBM WebSphere Application Server if FIPS 140-2 is enabled.
IBM WebSphere Application Server, Business Process Manager,Tivoli System Automation Manager are shipped with IBM Cloud Orchestrator and Cloud Orchestrator Enterprise Edition.
IBM SmartCloud Cost Management and Tivoli Monitoring are shipped with IBM Cloud Orchestrtor Enterprise Edition.

Remediation/Fixes
You need to install the corresponding APAR from WebSphere Application Server. Follow the instructions at: http://www-01.ibm.com/support/docview.wss?uid=swg21979231. Please see section “Affected Products and Versions” in this bulletin for which fix of WebSphere Application Server applies to your product version of Cloud Orchestrator and bundling products shipped with Cloud Orchestrator and Cloud Orchestrator Enterprise.
