IZE0106E Unrecognized Windows Sockets error 10106 create when connecting to host with IBM Explorer for z/OS

Question & Answer

Question

Why am I receiving the following IZE0106E message when trying to connect to the host system with IBM Explorer for z/OS?

IZE0106E Connect failed with error "Unrecognized Windows Sockets error: 10106: create"

I have tried several actions to resolve this, including restarting my computer, disabling the firewall, and reinstalling z/OS Explorer.
None of these actions fixed the problem.
I can connect to the FTP port using other clients and only seem to be having problems with the Explorer for z/OS

Answer

This problem is related to something wrong with the Windows operating system and TCP/IP.
After doing the following I no longer receive message IZE0106E and the Explorer for z/OS is able to establish a connection to the host system.

  1. Start Command Prompt in Administrator mode.

  2. Enter command netsh winsock reset.

  3. This command requires a system restart; reboot the machine.
