Create correct media content for USB LIC image.

Steps
Obtain the img file from ESS.
Ensure the "USB_I_BASE_01..." file is selected for download. There are other LIC images, but you need the USB version for this process.
The utility contains a java tool to create the image using the file. Unzip the Utility package:
Start the java tool by clicking on the jar file. (README also has command line options and options for MAC and Windows OS)
Browse to the location of the Ibase image file that was downloaded from ess:
When creating the USB media, the process will erase all current data on the USB.
Continue:
When completed, the USB can remain mounted to add additional files if you wish, or eject the USB.
Reading the USB data, will show the directory structure similar to this:
Use the newly created USB media to DM ipl the partition and install LIC.
