Error description

• Currently HPFP Reorg RELOAD and CHANGE commands do not support
  multi-volumes ADS as an output area.
  HPFP will support it to have an extension of primary space in
  each volume when an ADS is an output of RELOAD/CHANGE commands
  and is defined in multi-volumes.
  
  This is a request from FITS REQ MR0320062140.
