• Closed as program error.

Error description

• BNDA020 needs to be changed to include the parameter
  DYNAMICRULES(BIND).
  

Local fix

• As a workaround, users can change the bind command
  manually. To illustrate, here is what the samplib member looks
  like before:

     MEMBER(BNDA020,BNDBLDD,BNDA021)  -
     OWNER(name1)                     -
     QUALIFIER (name2)                -
     ACTION(REPLACE)                  -
     VALIDATE(BIND)                   -

     RETAIN
  And here is what it should look like after it has been modified:

     MEMBER(BNDA020,BNDBLDD,BNDA021)  -
