Error description

• This APAR will address the following problems:
  - During TAKEOVER, check last ALLOC time for each DS to make
  sure not allocated after last DBR.
  - Fix problem where unable to find .INDX component when
  restarting during 'Rename to Shadow' phase.
  - HRF01139E Log Recovery failed because of unknown log record -
  OSAM DS extend X'27'
  - Not turning PROHIBIT AUTH flag off after restart when DBD is
  HALDB.
  - Change ENQ to prevent unknown subsystem access to be IMS
  environment specific rather than just DBD.
  - Corrected HRF01517E Missing updates detected problem.
