Error description

• In DB2 Administration Tool AL command is used to ALTER a
  partitioned table, and ROTATE command is used in panel
  ADB21TAV to ROTATE first partition to last. ALTER statement
  fails with SQLCODE = -904 REASON 00C900AD as all partitions
  are in REORG pending state.
