APAR status

• Closed as program error.

Error description

• If you set your directory structure and elements to have the
  protections 770, you will receive the following error: This
  application has failed to start because the application
  configuration is incorrect. Reinstalling the application may fix
  this problem."
  If your directory structure is set to 770 and you add a view
  private file, you will get the same error as above.
  Workaround:  Set the direcory permissions to 775.  You can leave
  the element protections at 770 and the executables will run.
