CVEID: CVE-2016-1000031
DESCRIPTION: Apache Commons FileUpload, as used in Novell NetIQ Sentinel and other products, could allow a remote attacker to execute arbitrary code on the system, caused by deserialization of untrusted data in DiskFileItem class of the FileUpload library. A remote attacker could exploit this vulnerability to execute arbitrary code under the context of the current process.

Workarounds and Mitigations
Download latest Apache Commons FileUpload. Follow below instructions to replace the Apache Commons FileUpload jar files in IBM Tivoli Netcool Service Quality Manager 4.1.4.
1) Stop DB2 and TNSQM
2) Switch to the same user who installed DB2, and locate the install directory, for example /opt/ibm
3) Backup and move all commons-fileupload*.jar under following directory to another location
/opt/ibm/tdsdb2V9.5/db2tss/lib/jetty/commons-fileupload.jar
4) Copy latest commons-fileupload*.jar file to the same location as Step 3
5) Switch to the same user who installed TNSQM, and locate the install directory, for example /appl/IBM/WebSphere
6) Backup and move all commons-fileupload*.jar under following directory to another location
/appl/IBM/WebSphere/AppServer/optionalLibraries/Apache/Struts/1.1/commons-fileupload.jar
/appl/IBM/WebSphere/AppServer/optionalLibraries/Apache/Struts/1.2.4/commons-fileupload.jar
/appl/IBM/WebSphere/AppServer/optionalLibraries/Apache/Struts/1.2.7/commons-fileupload.jar
/appl/IBM/WebSphere/AppServer/systemApps/isclite.ear/commons-fileupload.jar
7) Copy latest commons-fileupload*.jar file to the same location as Step 6
8) Start DB2 and TNSQM
