Error description

When a soap message is received that is not utf-8 encoded, and
no encoding or an incorrect encoding is specified in the
message, some non-utf8 characters might be lost.

When a soap message is received that is not utf-8 encoded, and
no encoding is specified in the message, some non-utf8
characters might be lost.

Problem conclusion

Normally encoding defaults to utf-8 if it is not otherwise
specified in the SOAP message.  This can now be changed by
specifying a JVM property, com.ibm.ws.readSystemLocale.
When this property is set to true, the encoding used will
be the one specified by another JVM property, file.encoding.
The file.encoding property can be set to the needed encoding.
The default value of com.ibm.ws.readSystemLocale is false.

The fix for this APAR is currently targeted for inclusion in
fix pack 8.5.5.12 and 9.0.0.3  Please refer to the Recommended
