Error description

• The scenario looks like this:
  - Global Temp Table exists with no packages associated with it
  - User issues the DROP command on the global temp table and
    asks for the drop impact report
  - The drop impact report returns showing MANY packages will be
    invalidated by the drop even though none of the packages the
    report lists use the Global Temp Table.

  returns a list showing many packages will be invalidated by the
