Error trying to monitor Connect:Direct i5/OS with Control Center

Problem

Getting errors in the logs when trying to monitor Connect:Direct i5/OS from IBM Control Center. .

Symptom

Throwing exception, id: 0 error class: 5 return code: 1301 reason:
library(s) not added to the library list. Cause . . . . . : An error
occurred when attempting to add a library to the library list. If more
than one library is specified, errors may have occurred for more than
one library. Recovery . . . : Determine the problem for the
libraries not added to the library list, correct the problems, and run
the function again.

I noticed that profile CDADMIN (our Connect:Direct admin profile used
to run C:D) has a lock on USRQ PMGR_Q and that's why we can't allocate.
Any suggestions on what we need to do to resolve this?
