"The driver could not establish ... SQL Server did not return a response. The connection has been closed" when trying to connect to database

Troubleshooting


Problem

Administrator launches Controller Configuration, and opens a database connection. Administrator launches the Database Conversion Utility, and presses 'Connect'. An error appears.

Symptom

Database Conversion error (English 10.3.0):

** ERROR: com.microsoft.sqlserver.jdbc.SQLServerException: The driver could not establish a secure connection to SQL Server by using Secure Sockets Layer (SSL) encryption. Error: "SQL Server did not return a response. The connection has been closed. ClientConnectionId:3f73e7210-xxxxx".

 

Database Conversion error (German 10.3.1):

"** ERROR: com.microsoft.sqlserver.jdbc.SQLServerException: Der Treiber konnte keine sichere Verbindung mit SQL Server über die SSL (Secure Sockets Layer)-Verschlüsselung herstellen. Fehler: 'SQL Server hat keine Antwort zurückgegeben. Die Verbindung wurde geschlossen. ClientConnectionId:9ac54ab9-a6a5-4ae1-95db-f680fd176156'

 

Cognos Configuration:

In addition, Cognos Configuration (which also uses JAVA JDBC to connect) will give the following error, when testing the contentstore:

[Content Manager database connection]
[ ERROR ] The database connection failed.
[ ERROR ] Content Manager is unable to connect to the content store. Verify that the database connection properties in the configuration tool are correct and that when you test the connection, the test is successful.

However, inside 'Database Connections' the database will test OK:
