Error description

• The DB2 Administration Tool for z/OS' Multi Target Change / MTC
  process fails with a message:
    RRS Create plan failure:rc= 12 rsc= X'00F30040'
    ADB27AC - Now terminating
  which leads to a message:
  ADBT333I messages from ADBTAL follow:
  DATA SET >dsn<.IFF NOT ALLOCATED, FILE IN USE
  when customers have specified
  PLAN_NAME_IS_ALTERNATE = 'Y'
  in the syntax.

  *                 batch (CM Batch) interface to run a          *
  *                 change on one or more targets, and           *
  *                 parameter PLAN_NAME_IS_ALTERNATE             *
  *                 = 'Y' is specified in the CM Batch JCL.      *
  ****************************************************************
  * PROBLEM DESCRIPTION: For users who have DB2 Administration   *
  *                      Tool configured to use an alternative   *
  *                      plan instead of the default plans,      *
  *                      RRS generates a plan failure with       *
  *                      reason code X'00F30040' because         *
  *                      CM Batch still invokes program          *
  *                      ADB27AC using the default plan          *
  *                      'ADB27AC' which may not exist on        *
  *                      the DB2 environment that Admin          *
  *                      Tool is running on.                     *

  *                      following error when allocating the     *
  *                      IFF data set:                           *

  For users who have DB2 Administration Tool configured to use
  an alternative plan instead of the default plans, RRS
  generates a plan failure with reason code X'00F30040'
  because CM Batch still invokes program ADB27AC using the
  default plan 'ADB27AC' which may not exist on the DB2
  environment that Admin Tool is running on.
