PI54679: SCRUB UTILITY NOT HANDLING 9904 RECORDS WITH BAD LOG_LL VALUES

Error description

• Some first records in a spanned series of 9904 records may have
  incorrect LOG_LL values. The SCRUB utility is relying on this
  value and zeroing the time and sequence number.
