Error description
When the basicRegistry element in the server.xml is updated very frequently, CWWKS3104E: Multiple users are defined error might be logged and thus some of the users in the Basic Registry might be disabled.

This is due to the incorrect resource usage while processing the configuration change.
Problem conclusion
