Error description

• Only a non-associative dimension can be created for the
  radius; the option 'Allow non-associative dimensions' is set
  to ON in Tools / Options / Mechanical Design / Drafting /
  Dimension table / Associativity on 3D / Dimensions
  associativity on 3D.
  If Connect.1 is deleted (with MB3/Delete) in the tree of
  Part1, then update the drawing, associative radius
  dimensions could be created.

   INCIDENT DIAGNOSIS:
  A radius dimension created on a circle arc is non associative.
  
   JUSTIFICATION FOR DEVLOPMENT REQUEST:
  The element that the user wants to dimension is a NURBS curve,
  because it has been created with the connect function, and
  CATIA does not support this kind of element for associative
  dimensions.
  There is a simple bypass that consists in creating a sketch
  instead of a connect curve, and CATIA allows you to create an
  associative dimension.
  
   ANSWER AND POSSIBLE BY-PASS:
  You can create a non-associative dimension.
