All users get "An error occurred...Insufficient system resources exist" - launching client

Troubleshooting


Problem

User launches Controller client. An error appears. All users affected. Nobody can logon.

Symptom

The error may vary slightly depending on environment, but will be very similar to the following examples:
Example #1

An error occurred while trying to access the server.

Error Details:
System.Web.Services.Protocols.SoapException: Server was unable to process request. ---> System.IO.IOException: Insufficient system resources exist to complete the requested service.
