Problem
ActiveX error when attempting to submit or modify ClearQuest records in Windows platform.
Symptom
ClearQuest Windows native client:
ERROR! Creating the ActiveX Scripting engine failed. Scripting engine
is probably not correctly registered or CLSID incorrect.
