Problem
Attempts to launch Visual Studio IDE from IBM Rational Rhapsody result in "Failed to connect Visual Studio" error.
Symptom
Steps to Reproduce:
1. Start Rhapsody
2. Add "Visual Studio Configuration"
Expected result: Visual Studio IDE starts up.
Actual result: Rhapsody fails to start Visual Studio IDE with the following error:
"Failed to connect Visual Studio"
