SiteProtector Console fails to open with error message "The console shutdown unexpectedly"

Problem

The SiteProtector Console fails to open with an error indicating "The console shutdown unexpectedly" and "No buffer space available."

Symptom

Upon trying to launch the Console, you receive the following message:

The console shutdown unexpectedly java.net.SocketException:No buffer space available(maximum connections reached?):JVM_Bind
The same message can also be found in the spConsole_Trace.txt file located in %LOCALAPPDATA%\SiteProtector\log\.
