Error description

• Balloons created before R10 plot as dotted circles
  Problem:
  Here is how to produce the problem . . .
  1. Open a Drawing from below V5R10 level, from R9 for
  example, that
     has Balloons on it.
  2. Plot, or Preview a Plot of the Drawing.
  3. PROBLEM: All Balloon circles plot as dotted instead of
  solid
     lines.
  4. If you look at Properties of these Balloons, you cannot
  change
     linetype, thickness, etc.  A work around is to double
  click each
     Balloon and simply OK the panel.  This fixes the Plot and
  also
     gives access to Properties.
