  SCENARIO:
  =========
  1. Create the pad.
  2. Set your units to inches.
  3. File+Save.
  4. Exit Catia.
  5. Double click on the CATPart to open it in CATIA.
  6. Check to see that your units are still set to inches.
  7. Create a length dimension.
  Result: Dimension is in millimeters.
  8. Go to tools+options and change the setting to
  millimeters, then back
  to inches.
  9. Create the same dimension again.
  Result: The dimension is now in inches.
