ESYM was introduced in APAR PI52944 (see http://www.ibm.com/support/docview.wss?uid=isg1PI52944).
ESYM() allows a developer to extract JCL and z/OS system symbols.
The attached PDF has examples on how to use the ESYM() built-in function.
