  SCENARIO:
  Make sure "Keep link with selected object" is selected in
  Tools => Options => Mechanical
  Design => Part Design => General tab.
  Create a new product (Product1)
  insert new component (highlight Product1, right click and
  select Components => New Component). Call it Cube1.
  In this component, insert a new part (call it Cube)
  Create a square sketch using rectangle icon,
  create a pad.
  Select Tools => Publication, select a face on the cube,
  click OK
  With top level in tree active (highlighted blue), insert a
  new part (call it bar1).
  Define this part as the in-work object.
  Select sketcher and select the published face (an external
  references object should appear).
  Create a rectangular sketch
  create a pad
  Save the parts and products.
  With the top level still active (i.e. Product.1) deactivate
  cube1 (right mouse button => Cube1.1 object =>
  Activate/Deactivate component).
  Under Part Bar1, the surface in external reference becomes
  deactivated (red brackets in lower left hand corner of
  icon).
  Save and exit. Re-open product, and activate part - part
  appears but external referenced surface is still shown as
  de-activated in the tree.
