HD56362: THE "PART NAME" DIALOG DOES NOT APPEAR BY "FILE / NEW FROM"

Error description

• The "Part Name" dialog does not appear by "File /
  New from".
  .
  1.Launch CATIA V5R16SP4.
  2.Click Tools / Options / Infrastructure / Part
  infrastructure /Part Document tab
  3.Turn On "Display the 'New Part' dialog box".
  4. Click "File / New from", and select the attached
  CATPart.
  -Please note that the Part is created without the
  New Part dialog being displayed.
