  1. The locking of toolbars prevents from redocking
  Floating Toolbars but, naturally, does not prevent
  from moving floating toolbars.
  2. In compliance with Microsoft Windows user
  interfaces recommandations, any window created
  by CATIA is entirely displayed on the screen or on
  one screen when you have 2 or several screens.
  That applies to floating toolbars when CATIA has
  just been restarted.
