  Scenario:
  1. Start CATIA
  2. Tools - Otions - Licenses
  3. Select AL3 license - OK
  4. Exit from CATIA
  5. Start CATIA
  6. Change workbench to "Free Style"
  7. Select the "menu bar/Tools/Customize/All
  comands".
  Result: "New dashboard" does not exist

Problem conclusion

• THIS PROBLEM WILL BE FIXED ON CATIA VERSION
  5 RELEASE 19 GA level.
  NOTE THAT THIS PROBLEM WILL ALSO BE FIXED
  ON V5R18SP03 AND ON V5R17SP08.
  .
  'New Dashboard' command is now available in
  every workbench. It can be added through
  Tools/Customize.
  However 'Tools Dashboard' options stay applicable
  only on FreeStyle commands.
  .
  The CATIA V5 documentation has been accordingly
  updated. In FreeStyle Shaper Optimizer and
  Profiler/ Customizing/ FreeStyle Commands in
  Other Workbenches page, it has been added that:
  "The Tools/ Customize... function allows you to use
  Freestyle commands in other workbenches.
  For Freestyle dashboard-based commands added in
  a dedicated workbench:
  1. Tools Dashboard default status options are
  applied, except for Keep Original option which is
  active.
  2. To display and manage Tools Dashboard options
  you have to add either:
  - the Generic Tools toolbar of FreeStyle in the
  dedicated workbench to access the Visualize New
  Dashboard dialog box option which display the
  Tools Dashboard dialog box.
  - or the New Dashboard of FreeStyle in the
  dedicated workbench which display the Tools
  Dashboard dialog box.
