This issue can happen for any job but running the job(s) interactively completes successfully. No error messages are displayed in Cognos Administration or the logs.
The jobs are large and cause a lack of available system physical memory. The server in this particular case only had 2GB memory which wasn't allocated to the dispatchers.
Resolving The Problem
Increase the system physical memory of the server and/or split the jobs into multiple sub-jobs.
