InfoSphere Guardium data archive to Windows using SCP gets error: Send Failed

Problem

Data archive to Windows system using SCP failed and in the Aggregation/Archive Log you see the message: Send Failed.

Symptom

You have installed a SSH server on Windows and can successfully apply the data archive configuration using SCP to send a test file to the Windows system. But when you initiate a data archive, you get the above error.
