  SCENARIO:
  1. In Admin Mode, open customer .xml file in Tools-
  Standards.
  2. Verify Styles - Length/Dist Dimension - Default -
  Symbols - First
  Symbol and Second Symbol - Type =
  SymetricArrow (or Transperant Arrow)
  3. Change Tools - Standards - Dimensions -
  Dimension and Annotation
  Leader Symbols: Transparent arrow size
  4. Create drawing using cst .xml standard.
  5. Create rectangle shape in drafting workbench.
  6. Place dimension on rectangle.
  Notice Arrow Size does not change.
  USER NOTE: According to Customer, .xml file
  originated in R14 and CATAnnStandardTools
  UPGRADE was run in R16.

  Incident Diagnosis
  When an arrow is not valid (null or negative), no
  arrow size is taken into account.
  .
  Restriction Explanation
  Open Arrow Size is set to Zero. Hence it invalidates
  the whole symbol sizes customization. This value is
  not considered as a legal value.
  .
  By-Pass:
  Set this Open Arrow Size parameter to a positive
  (strict) value.
  .
