Report generation produces an error "CRRPE3073E The attachment image <..> does not exist" in Rational Publishing Engine.

Problem

Attempts to generate a reports gives multiple errors with the message "CRRPE3073E The attachment image does not exist" in IBM Rational Publishing Engine (RPE).

Symptom

When you generate the report the Problem view will show one or more errors of the following format:

CRRPE3073E The attachment image <C:\Users\UserX\AppData\Local\Temp\15\RPE\temp\tmpDOORS\b0c373fc-d357-47db-bab7-061e7fb35d4b\OLE_432699214106267f_0000f805299Object_Text_0.png> does not exist.

Details on the error are available in the rpe.log as well.
The report which is generated will have references to these files as well in place of the Object Linking and Embedding (OLE) object they are referring to.
