Error description

• Customer defined HATS global rules in a BIDI environment.
  However, the global rule is never recognized.

  There are really two problems.  First, the Toolkit is unable to
  recognize any input field using the Input with hints component
  when creating a global rule.  Second, if the HATS developer
  were to manually create a global rule that uses the Input with
  hints component, the input field would fail to be recognized
  by the Input with hints component at runtime and would end up
  not being rendered at all.
  

Problem conclusion

• The Toolkit and Runtime code was changed to set a context
  attribute stating that they are running in a global rule.  The
  rendering code was updated to check for this context attribute.
  
  If this context attribute is set then the rendering code will
  look for the input field's hints next to, and on the same line
  as, the input field.  This is the same behavior the Input with
  hints component employed before the enhancement.
  
  A change was made to the rendering code to enhance the
  capabilities of the Input with hints component.  This change
  requires that both the input field and its hints be included in
  
  the region used by the Input with hints component or that the
  context attribute byte be set.
