When customer gets an I/O error on the server they get message: "Message number 8944 not available for language AMENG" . Environment in TSM 5.1.5.0 under Solaris 8 (Japanese)

The problem is that a message was added to the server since V5.1.0. Except for the English message repositories, the other language packs typically get refreshed only on a release boundary. In this case, the Japanese message catalogue did not contain the new message. Normally, to handle this, the server should default to the English message repository to retrieve the message to display. The Solaris V5.1 server was not initializing the English message repository properly so that when the server could not find the 8944 message in the Japanese message file, it was also unable to find it in the English message file. This has been fixed. This problem is the same as APAR IC35636.
