FrangoVFP.DLL & VFPCOM.DLL are not correctly registered on brand new servers, caused by missing MSVCR71.dll

Problem

Customer creates brand new server (new installation of Windows). Administrator does not install any other software. Administrator installs Controller server. During testing, errors occur related to faulty/missing/unregistered VFPCOM.DLL. Why does this happen?
