Why might I receive the error "Cannot load resource string" in Content Manager for Windows Client R5.1?

I'm using the Content Manager Client for Windows R5.1. If I launch FRNWVIEW.EXE from my CM Client installation directory, I see the error from File Handler saying "Unknown error: Cannot load resource string. C:\path name\PXTRAN32.ENG". Why might this be?

Cause

It could be that you copied your FRNWVIEW.INI file from a 32-bit operating system machine and now you're running a 64-bit operating system, which uses a different Program Files path.

Answer

Inside the FRNWVIEW.INI file in your Windows directory, there will be listed the paths to your file handlers. For example,

It is possible that the path you copied from the other machine does not match the path on this machine. For example, if you're now running a 64-bit operating system, the "C:\Program Files" part of the path most likely needs to be "C:\Program Files (x86)". Fix the path in the FileName setting of the FRNWVIEW.INI file so that the Content Manager Viewer can find the path to our file handlers/engines.
