Error description

• To support this scenario, the following changes will be
  implemented (Reference CFI 293411):
  
  Change current status transitions to allow Work Package to be
  set to CANCEL when the current status is in DRAFT or any
  synonym of DRAFT.
  
  When the Work Package is set to CANCEL the Main WP Work Order
  needs to also be set to CANCEL.
  
  When the Work Package is being set to CANCEL provide an option
  to set all Work Orders in the Work Package to status of CANCEL.
   This should be do before the WP/WO hierarchy is removed from
  the Work Orders.
