Error description
When attempting a WTX xml-to-flat file conversion, the UTF-8 conversion is incorrect. For example, if the value "Évangeline" is in the input data, the expected output is "ミvangeline" with the accent on the E. This conversion is not occurring. The expected text is "ミvangeline" with the correct character UTF-8 encoded to C3 89 (hex). This problem is present for any extended character if it is at the first position inside the node. For example, <xml>ツvangeline</xml> is converted to flat text "évangeline" while the expected text is "ツvangeline". If there a second extended character (with an accent), the problem is not present. For example, <xml>ミvangツline</xml> is correctly converted to "ミvangツline".

Problem summary
Customers using WTX transform binary action to transform XML containing escaped characters like "É" are affected. The characters will not be converted to correct characters in the output data.
