Sentinel License Manager service fails to start under a non-admin account

Problem

Starting the Sentinel License Manager (LM) service as a non-admin account results in an error.

Symptom

Error message received when attempting to start as a non-admin user is:

Windows could not start the Sentinel RMS License Manager service on Local Computer.
Error 1053: The service did not respond to the start or control request in a timely fashion.
