IC71182: ANR2841W SERVER IS NOT IN COMPLIANCE WITH LICENSE TERMS

Error description

• A Tivoli Storage Manager which was once licensed for Extended
  Edition (tsmee.lic) but no longer requires it and switches to a
  base IBM Tivoli Storage Manager Basic (tsmbasic.lic) reports
  a non compliance on the license.
  Although the nodelock file is removed and the server is properly
  licensed again with the REGISTER LICENSE command, the
  AUDIT LICENSE command logs the the ANR2841W message and the
  QUERY LICENSE command reports :
  Is Tivoli Storage Manager Basic Edition in use: Yes
  Is Tivoli Storage Manager Basic Edition licensed: Yes
  Is Tivoli Storage Manager Extended Edition in use: No
  Is Tivoli Storage Manager Extended Edition licensed: No
    Server License Compliance: FAILED
  This only affects TSM servers using libraries which do not
  require Extended Edition licensing.
  
  Customer/L2 Diagnostics:
  Review the Licenses table information.
  For a TSM V5.x server, run the following TSM admin commands :
  1) create sqlt Licenses mylic
  2) select c0 as LICENSETYPE, c1 as LICENSESEQ, c3 as LICENSEQTY
       from mylic
  3) drop sqlt mylic
  For a TSM V6.x server, run the following commands from a DB2
  command window :
  1) db2 connect to TSMDB1
  2) db2 set schema TSMDB1
  2) db2 select LICENSETYPE, LICENSESEQ, LICENSEQTY from Licenses
  
  The LICENSETYPE=5 and LICENSESEQ=3 combination will show
   LICENSEQTY=1
     or
  the LICENSETYPE=5 and LICENSESEQ=4 combination will show
   LICENSEQTY=1
  
  TSM Versions Affected:
  Tivoli Storage Manager server V5.4, V5.5, V6.1 and V6.2
  on all platforms.
