Error description

• Creating a sticky note annotation with more than 29500
  characters and saving to an annotation set will create an
  annotation set that will load with an error message.
  The error message will be 'The annotations for document
  <document name> are corrupted.  Some annotations might not
  appear on the document.'
  

Local fix

• Do not add sticky note with more than 29500 characters
