APAR status

• Closed as program error.

Error description

• Spectrum Control shows many probe jobs as running when they are
  not normally all running at the same time.  Restarting Spectrum
  Control resolved the issue with the job status for now.

  This APAR adds a check in job status update code.
  It checks before using a db2 connection which has
  been obtained before. If it finds that the connection
  has been closed it re-initializes it.
