Error description

• A non-zero offset partial truncation of a migrated file does not
  behave as expected.
  It will lead to a complete file recall even if the truncation
  offset is within the stub size or
  (in general) within the resident portion that resides at the
  beginning of a partially recalled file.

Problem conclusion

• The truncate data events which have non-zero offsets will be
  handled in more efficient way that won't involve a full file
  data recall if the truncation offset fits the file resident area
  at the top of the file.
