Error description

• When submitting 2 tiering jobs to move vdisks between tiers for
  different SVC's using the same IBM Spectrum  Control server,
  both jobs do not complete.
  The 1st job successfully moves vdisks as expected, but as soon
  as the 2nd tiering job is submitted no more vdisk copies are
  started for the 1st job and nothing is submitted for the second
  job.
  

Local fix

• Submit only one tiering job at a time.

  * the tasks may hang. There are no errors displayed, and the   *
  * logs indicate that the jobs are still running, however once  *
  * they stall no further tasks are updated or completed.  This  *
  * can happen for the first tiering job or for both.            *

Problem conclusion

Temporary fix

• The work around is submitting one tiering job at a time, and
  waiting for it to complete before submitting another tiering
  job.
