IT21157: MQTT CLIENT IDS ARE RESTRICTED TO 23 CHARACTERS

Error description

• When connecting to an MQTT broker if a client ID greater than
  23 characters is specified then the ID is left truncated. This
  is because the specification only guarantees that broker
  implementations accept 23 characters.
  For implementations that support a longer clientId we should
  provide an option to set a longer clientId without truncation.

Problem conclusion

• A new environment variable MQSI_MQTT_LONG_CLIENT_IDS has been
  introduced. When this is set the MQTT nodes no longer left
  truncate clientId's longer than 23 characters. This allows long
  clientIds to be set in the MQTT configurable service.
