Installation of ITM fails on Windows

Troubleshooting


Problem

Setup.exe launches, but after some seconds, an error pop-up appears indicating that the installation has failed.

Symptom

Error popup saying:
1628: Failed to complete installation
After launching setup.exe, the progress bar can be seen (unpacking files) for some seconds, and then it gives error 1628. No ITM installation window or license agreement window is shown.
