カタログ情報を変更した後、インスタンスの再起動を行わなかったところ、データベースに接続できなくなりました。 その後インスタンスの再起動はせずにオフライン・バックアップを行ったところ、正しく接続できるようになりました。 カタログ情報の変更後、インスタンスの再起動は必要でしょうか。
