Local fix

• Use -Xjit:disableHardwareProfiling.
  

Problem summary

• The JIT inadvertantly frees a hardware resource for a thread
  that never acquired the resource.
  

Problem conclusion

• The JIT has been corrected to acquire and free the resource
  correctly.
