Problem

DPR-ERR-2008 in Microsoft Sharepoint portal when trying to configure Cognos BI content through IIS 7.x.

Symptom

Gets errors in Microsoft Sharepoint portal and webpart.log:

    "DPR-ERR-2008 The dispatcher is unable to process the request. The request is directed to an unknown service name: wsrp."
      CPS-CCM-1209 Unable to create a URL connection to the requested WSDL file at "<Cognos 10 server FQDN>/cps/cgi-bin/cognosisapi.dll/wsrp/cps4/portlets/nav?b_action=cps.wsdl&wsdl"
        "...InnerFault=System.Xml.XmlException, InnerMessage=Root element is missing."
